ARC (Architectural Review Committee) Process

 

ARC requests are required for any exterior changes or additions that homeowners want to make to their property within the Rock Springs Farm subdivision. The goal of the HOA Board and ARC Process is not to be overly restrictive or limit individual freedoms, but rather protect all Rock Springs homeowners and their property values by impartially evaluating the impact of any improvement on surrounding properties and the subdivision in general.

Examples of improvements which require a request include, but are not limited to:

Abbrevitions to note: ARC- Architectural Review Committee, ARA- Architectural Review Application

 

The Architectural Review process is as follows:

  1. Homeowner fills out an Architectural Review Application (available via link below).
    The application should be filled out completely, with all relevant information included as well as lot diagram, drawings, 3D renderings, photos showing type/color or materials being used, and/or manufacturers literature if applicable. Feel free to follow the link to view the application so that you are aware of all information necessary to have prior to submitting your request. Clicking the link below does not lock you in to completing an application.
  2. The application is submitted by homeowner.
    The application process is entirely electronic for your convenience. Once you have all the required information and documentation, click the link below to begin your application.
  3. The ARC will review the application and supporting documents.
    As soon as your application is submitted, the ARC is notified and sent the details of your intended project. The ARC has 30 days to approve, deny, or request additional information. After the committee receives your application, they will verify all necessary documents have been submitted and will review your request to ensure that it complies with all the RSF CCR’s. The committee may need to request additional information or clarification from the homeowner, so be sure your contact information is correctly entered. Any time additional information is requested, the 30 day timeline begins on the receipt of the requested documents. In light of this, please be as detailed in your initial application as possible.
  4. The committee will notify the homeowner of the approval or denial of their ARA.
    While the ARC has 30 days to review applications per the governing documents, many times it is much faster than that. DO NOT start any contruction before official approval is received. If your application is denied, any work that has begun must be halted and the area returned to its previous state at the homeowner's expense. If you are given provisional approval, construction can not be started until the provisions have been met. For large projects, the Board reserves the right to request inspections during the building process to ensure the project is adhearing to the approved proposal. If the project must be altered from initial approved application, an amendment must be submitted and approved by the Board. Please print or save your approval notice as well as submitted documents for your records.

The entire process generally takes only a few days once the committee receives all the necessary information.

 

Only Official Method of Submission

To keep costs down for all residents and to make the process more streamlined, the Board has opted to keep the ARC process completely in-house. This means that when you submit your application, it will go directly to those in charge of reviewing ARAs. There is no associated cost for the homeowner for submitting an ARA on our website. Additionally, using our own program, we can make sure that ARAs do not get lost in some unfamiliar portal. Having complete control over the ARC process also lets us modify it as necessary to better serve the residents. You MUST have an account on the RockSpringsHOA.com website in order to submit an ARA. To prepare for online submission, you may want to download the ARA PDF located below. The online form is formatted exactly the same as the paper copy. The PDF will help you prepare the necessary documents and gather all required information prior to submitting online. The PDF of the ARA is just a tool for helping you prepare for online submisison of your project and is not to be mailed in (exception below). Manual Method of Submission

Only under a very specific set of circumstances will the Board accept a paper copy of the ARA. Due to the extra work entailed in such a request, a homeowner will be charged a fee of $25 per paper application. You will need to contact the ARC to get approval to submit a paper copy. After you receive this approval, you will need to fill out the ARA form manually (located below) and send it in via postal mail. Your submission will then be digitized and reviewed as normal. Please be advised that this method will take more time to process than the above preferred method. The 30 day timeline begins after the ARC has a digital copy of your application and documents. ARAs recieved via postal mail will be responded to via postal mail, which will also result in a longer response time. The $25 fee will be charged to your homeowner account.
